What Is PPWR?

PPWR stands for Packaging and Packaging Waste Regulation (Regulation (EU) 2025/40). It replaces the old Packaging and Packaging Waste Directive (94/62/EC) 

and applies directly across all 27 EU member states without requiring national legislation.

The regulation covers the entire lifecycle of packaging: material selection, design, labeling, recyclability, and waste management.

From August 12, 2026, all packaging placed on the EU market must comply with PPWR requirements.

Important: The heavy metal limits (≤100 mg/kg for Pb, Cd, Hg, Cr VI) and documentation obligations take effect on this date. 

Other targets like recycled content and recyclability grades will phase in by 2030.

Does PPWR Affect Tiles?

Yes — but not the tiles themselves.

  • Ceramic tiles are exempt from the recyclability requirements under PPWR.

  • Your packaging — cartons, pallets, shrink wrap, edge protectors, foam inserts, and strapping — is fully covered.

This is a packaging regulation, not a product regulation.

To meet PPWR, your tile supplier should be able to provide:
